Land off Highgate Grove, Clayton Heights

On behalf of Aura Land, Johnson Mowat are preparing to submit an outline planning application for residential development, including associated infrastructure works. All matters are reserved except for the means of access into (but not within) the site from Highgate Grove and Lingfield Terrace.

The application site is located on the north-eastern edge of Clayton Heights.

Clayton Heights forms part of the Regional City of Bradford. The site is located in highly sustainable location, with good access to local transport links and amenities. The site is located in the green belt and extends to approximately 2.65 hectares. The site is bordered by residential development to the south and east, with a girls’ secondary boarding school located to the north-east.

The City of Bradford Metropolitan District Council (CDMDC) cannot demonstrate a five-year supply of housing land with the current supply of 2.08 years falling substantially below the required level. The site identified as a ‘Preferred Option’ (SW6/H) for residential development in the emerging Bradford District Local Plan (emerging Local Plan).

The emerging Local Plan has remained at the Regulation 18 stage since February 2021. This is the earliest stage of the plan making process, and the current Local Development Scheme does not provide up to date timescales of the progress and adoption of the plan. In this context the delivery of new housing through a plan led process is unlikely to occur in the short or medium term.

A previous planning application on this site (ref. 23/01816/MAO) was refused prior to the publication of the new National Planning Policy Framework (NPPF) in December 2024. Through the NPPF, your party has introduced new national policies regarding the forms of development that should not be regarded as inappropriate in the green belt. One of those exceptions is land that falls under the definition of Grey Belt. It is our position that the site meets the new grey belt tests.

The proposed development will deliver much-needed family homes in a variety of sizes and styles, including affordable housing in line with local and national planning policy. The scheme adopts a landscape-led approach, incorporating: -

  • A 10-metre tree buffer along the western boundary adjacent to open fields;
  • A landscaping buffer in the north-western corner adjoining the Biodiversity Net Gain (BNG) area;
  • A designated BNG area in the northern part of the site to support ecological enhancement;
  • Additional landscaping around the site perimeter and along sensitive boundaries, including the school and nearby residential properties;
  • Two areas of Public Open Space (POS) in the south-eastern and south-western parts of the site;
  • Connections to the existing public footpaths, supporting pedestrian permeability and sustainable travel; and,
  • A layout that reflects the site’s topography, with slope direction and key views over the valley and surrounding landscape informing the layout.

A consultation leaflet has been hand delivered to neighbouring residents informing them of the proposal for this site.
