Land off Milford Road, Sherburn in Elmet

Miller Homes intend to submit a full planning application for the proposed residential development of land east of Milford Road, Sherburn in Elmet. 

The site extends to 12.4 hectares and currently comprises agricultural land. The Site is allocated as Safeguarded Land in the 2005 Local Plan, therefore being reserved for future development beyond the plan period. The Council subsequently identified the land as part of draft housing allocation SHER-H in the emerging Local Plan, prior to its abandonment in favour of preparing the North Yorkshire Plan. The Council are in a position where they currently cannot demonstrate a deliverable five-year housing land supply, and without an up-to-date Development Plan to allocate new housing sites. The northern half of the Safeguarded Land parcel (Phase 4) was recently granted approval at appeal in October 2025 for the erection of 106 residential dwellings, to be delivered jointly by Redrow Homes and Persimmon Homes. 

The Phase 5 proposals, to be delivered by Miller Homes, comprise of: 

  • 330 residential dwellings, including 20% affordable housing provision at a mix of affordable rented, first homes and intermediate homes;
  • Accessible and adaptable homes, with 32% to be built to M4(2) standard and 6% to be built to M4(3) standard; 
  • 1.98 hectares of open space, linking to existing provisions for the benefit of future and existing residents; 
  • A 10m landscaped buffer along the southern boundary; 
  • Vehicular access to be taken solely from Milford Road, with construction access taken from the A162; 
  • Achieving a 10% net gain in biodiversity; and 
  • Incorporating sustainable urban drainages systems.

Miller Homes are aware of the growing need for a Community Facility to accommodate the recent growth within Sherburn in Elmet, as such they are working in collaboration with the landowner on their forthcoming application for this facility on land to the south of Athelstan Community Primary School. It is intended that the development proposals will generate funding through a legal agreement to provide an appropriate contribution to this facility.
